The Government’s Local Authority Delivery (LAD) funding scheme has allowed councils to set up a range of retrofit energy efficiency schemes, providing opportunities for installers through public sector frameworks.
Councils have the scope to create schemes that provide fully funded installs to qualifying fuel poor residents, and can pick from a range of measures which include:
Opportunities to apply to frameworks may exist to installers through the five Local Energy Hubs (LEHs) that span England (the scheme is not available in the devolved nations).
Most LEPs have Dynamic Purchasing Systems (DPS) in place to procure installers.
These have been set up to help local authorities choose approved contractors for their projects and build frameworks.

Installers must have the correct accreditations to work on LAD projects.
This includes TrustMark, PAS2030:2019 as well as following processes outlined in PAS 2035.
