Energy Efficiency Measure Guide: Scaffolding

Important: All installations must comply with current regulations, which may change over time.

What is scaffolding and why might it be needed?

Scaffolding is a temporary structure placed alongside buildings to allow safe work at height. It may be required depending on the energy efficiency measures being installed.

Common measures that require scaffolding:

  • Solar PV – for roof access
  • External Wall Insulation – for safe installation on upper floors
  • Other Measures – if deemed unsafe to complete without scaffolding

FAQs & common misconceptions

Do I need permission for scaffolding?

  • Yes, if scaffolding extends over a public highway (e.g., pavement), a scaffolding permit is required.
  • Our contractors will handle this process. Please do not apply for a permit yourself.

How long will scaffolding be up?

  • Depends on the measure(s) being installed.
  • It may remain in place between installations to allow continuity.
  • Scaffolding is often left up for a short period after installation to allow easy access for adjustments or fixes.
  • Installers will provide an estimated timeframe.

The installation process

Someone must be present during installations—either you or someone you trust.

Before installation

During the survey and design phase, the need and extent of scaffolding will be assessed.

This includes:

  • Number of sides of the property requiring scaffolding
  • Required height
  • Whether a public highway is affected (permit needed)

If different installers are involved, they may not be able to share scaffolding. It may be erected and removed multiple times.

During installation

Contractors often use third-party scaffolding companies.

You’ll be informed of:

  • The company constructing the scaffolding
  • Scheduled installation dates
  • Installation typically takes ½ to 1 day, but may take longer for larger setups.

After installation

Scaffolding will be inspected:

  • Before first use
  • At least once every 7 days
  • After events that may affect safety (e.g., high winds)

It will remain up for a few weeks post-installation to allow access for any necessary fixes. Once no longer needed, the same company will remove it.
