Scheme in Detail

Operating across 16 local authority areas, the scheme offers eligible private renters whole house central heating for the first time. A-rated gas boilers and radiators in every living space will help the most vulnerable tenants reduce their energy bills and keep warm all year round.

In 2019 YES Energy Solutions helped Rent Smart Wales and Cardiff Council to secure over £810,000 of funding through the Warm Homes Fund – an innovative funding stream established by National Grid and administered by Affordable Warmth Solutions.

Where possible, Warm Homes Funding will be combined with ECO funding to help landlords further reduce installation costs.

Landlords will be required to make a contribution towards each install.

Insulation measures will also be installed where applicable.

Households without a gas connection can also receive connection grants via Wales and West Utilities, providing they are close to the gas network.

The 18-month scheme aims to improve the energy efficiency of rented properties throughout Wales whilst saving tenants money on their energy bills.

The offer will also help landlords meet their MEES (minimum energy efficiency standards) legal requirements, with particular focus on improving properties with poor energy performance ratings (i.e. homes in EPC bands F and G).

Eligibility criteria

The property must:

• be privately rented,
• have no existing radiators,
• be close to the gas network,
• have a poor energy performance rating

The tenant must:

Either,

1. Claim one or more of the following state benefits:

• Pension Guarantee Credit
• Income Based Job Seekers Allowance
• Income Support
• Income Related Employment & Support Allowance
• Working Tax Credit
• Child Tax Credit
• Universal Credit
• Disability Living Allowance
• Personal Independence Payment
• Attendance Allowance
• Carer's Allowance
• Severe Disablement Allowance
• Industrial Injuries Disablement Benefit
• War Pensions Mobility Supplement
• Constant Attendance Allowance
• Armed Forces Independence Payment
• Child Benefit with a household income below the relevant threshold:

Or

2. The tenant spends more than 10% of their household income on fuel bills (to be assessed by YES Energy Solutions)

Or

3. The property is located in one of Wales’ most deprived areas defined by the Office of National Statistics (bottom 25%)

4. The tenant meets qualifying criteria set out by their local council.

Our role

YES Energy Solutions helped write the bid to secure the funding for the scheme. We are also contributing our ECO funding facilities to further support installations where possible.

As the project’s managing agent, our expert advisors will help customers through the qualification process and facilitate the whole customer journey.

All installations will be completed by Sure Maintenance Group who were procured by Cardiff Council in January 2020.
