The industry regulator Ofgem has published new guidance on the technical monitoring that installers can expect to take place when they install measures under ECO (Energy Company Obligation).
Energy Suppliers are required to instruct suitably qualified independent agents to carry out technical monitoring on a sample of ECO measures. Therefore installers must adhere to ECO guidelines when carrying out installations under the scheme.
The Ofgem document lists the questions that will be used during ECO technical monitoring and will be of interest to installers wanting to know the full details of the requirements they will be subjected to.
ECO technical monitoring is split into three sections:
- Carbon Stage 1 - To be used at the pre-installation/preparatory works stage
- Carbon Stage 2 - To be used at the mid-installation stage
- Carbon Stage 3 - To be used at the post-installation stage
Where multiple carbon stages are applicable to a measure (e.g. for external wall insulation, flat roof insulation, internal wall insulation and underfloor insulation) the guidance document details how monitoring should be carried out.
Ofgem have developed the questions in conjunction with industry and suppliers. The questions will be used for all ECO technical monitoring conducted after 1st July 2013.
