Local authorities have a significant role when accessing flexible eligibility (LA Flex), with Energy Company Obligation (ECO) legislation dictating steps they must take to access funding.
LA Flex, allows local authorities the ability to widen the eligibility criteria for ECO, allowing them to tailor energy efficiency schemes to their respective area.
Although a framework can be created with partners such as managing agents and installers, there are several steps that only local authorities can complete.
A local authority must publish a Statement of Intent (SOI) which sets out the eligibility criteria for residents to qualify for ECO funding through the LA Flex route.
Once customers have indicated interest, and evidence has been gathered, a local authority signed declaration must be sent to the relevant Energy Company by the local authority with accompanying documents confirming eligibility.
The signed declaration must be presented to accredited ECO installers for the funding to be granted. This must include the customers name, address and unique reference number.
