Funding through the Home Heating Cost Reduction Obligation
(HHCRO).
HHCRO is now the only funding channel in the Government’s
ECO scheme. It is designed to reduce the cost of heating and insulation
improvements for residents that are struggling to keep on top of their fuel
bills.
Previously, funding was available through the CERO channel
(Carbon Emissions Reduction Obligation) which covered all householders, but
this was axed in October 2018. This change means that the ECO scheme is now
100% means tested and focused on supporting the most vulnerable residents.
Homeowners or private renting tenants that claim certain
state benefits or those that qualify via their Council’s own eligibility
criteria (if available), could qualify for funding to cover or contribute
towards a range of energy saving measures. There is also opportunities for
tenants in Social Housing in certain circumstances.

HHCRO (LA Flexible Eligibility) | Must meet the eligibility criteria specified in a 'Statement of Intent' (SOI) published by the relevant Local Authority. Please note that not all Local Authorities have published a SoI. Find out if your Council has a SoI. |
*Private renting tenants must live in a property with an EPC
in band E or above for heating or insulation measures, or band G or above for
EWI and renewable heating measures. There is no funding for replacing broken
heating systems in private rented accommodation.
Social Housing Tenants**

**Only insulation measures, district heating connections and first time central
heating will receive ECO funding in Social Housing.
